Default how to down load pictures

Hey all when I try to download an image a small box open up asking for a URL. What is a URL? how do I place a pic for everyone to see.

You want to upload, not download. But anyway, if the picture is on your computer, don't use the "picture" button, that's to use a picture that's already somewhere else on the web. Instead, use the "attach" button (that looks like a paperclip). Then you can browse to where the picture is on your computer, and upload it.
