I have a question regarding the installation of clevis pins for my Starduster II rudder and elevator.

Is a washer used on the "pin" end of the clevis, between the end of the hinge and the cotter pin? I can't remember ever noticing this detail? I'm at the final installation point in my build and I want to make sure I follow accepted practice. If no washer, should the effective length of the clevis pin be exactly the length of the hinge, or should it be a bit longer so there is no contact between the hinge and the cotter pin?
