Drilling into Upper Wing Center Section Spar brackets?

Quick question...

Plans say: On the plans for the upper wing center section... I believe Curtis is saying to attach the plywood skin to the spar bracket by drilling into the bracket and using sheet metal screws, and gluing.

My question: Is it okay to drill into those brackets and not jeopardize the integrity of them?
