I really hate to mention this at this late date but it looks like you didn't bend the fuel tank bolts toward the tank. This makes the tank more secure only because the bolt body is more in-line with the direction of pull instead of the force trying to bend the bolt towards the tank anyway. Plus, there would have not been a clearance problem with your sheet metal.
