Help! - Bendix PS5 carb - idle cut of problem

Hi. When I pull mixture to idle cutoff the part of the lever that contacts the cone on the mixture rod pushes back to move the top part forward to push the cut off button into the carb but although i's getting to the widest part of the cone it's not moving far enough to push the button in all the way and cut off the fuel flow. I mad a temp fix with tape to extend the point of the lever that contacts the cone and with that added length on the point it did cut off properly - about 0.030" was added. I don' think that is a good solution so I came here to ask the experts! Is this a know problem with a known resolution? I had the engine and carb rebuilt and this is the first time it's been run - could the carb have been rebuilt incorrectly? Any advice would be welcome.
