Horizontal Stabilizer Oval Holes

I have some oval holes on both the rear HS attach bracket and the HS itself.

The recommended repair method in 43.13 of welding a washer over the hole may be an option for the HS but certainly not for the bracket.

The least invasive option might be to ream the ovals round by moving up a bolt size.

Looking for experience and advice!
