A friend bought a 90% built Rans S-21 project. He finished it and now needs to register it.

He is not the 51% builder and doesn't intend to pursue getting a repairman's certificate for the airplane.

Question: When he sends in the registration paperwork to the FAA, who should he list as the manufacturer?
