Odd discovery during disassembly

After removing the rudder I noticed the rudder horn was welded on at an offset from aircraft centerline. Based on how straight the rest of the airplane is, I don't think the builder would have done that by accident, so does anybody have ideas why he built it that way? The plans show the horn should be symmetric and perpendicular to aircraft centerline.
