S2A brake caliper relocation

I own a 1973 Pitts S2A that has the brake calipers bolted to the bottom of the axle with wheel pants bolted above. The calipers easily dig in on softer ground and it seems likely to lock up the wheel if the tire went flat. My 1987 PittsS1T has the calipers mounted smartly on the front of the axle. Any provisions or STCs to facilitate the relocation?
