Skybolt rudder cable attachment issue

Per plans, the rudder cables are attached to a small plate welded to 7/8" tube which is in turn welded to the rudder pedals. The hardware called out for this attachment is an AN115-46 shackle. The rudder cable is called out as 1/8" 7X19 wire. An AN115-21 shackle is actually the correct size for 1/8" cable according to ACS. The breaking strength numbers match as well.
I purchased an AN-115-21 shackle to check the clearance at the plate. The center to center hole measurement on the plate as per plans is 1 1/2". Unfortunately the shackle bumps right up to the 7/8" tube allowing no room at all for the weld in this area. Ours are not welded on yet so we will probably remake the plates with 1 3/4" hole centers. Iwould betif your rudder pedals are already built you could go to another type of cable attachment to get some clearance.
I can only hope anyone that hasn't made these yet checks this out first.
