So the Terra 250D on the Skybolt started having issues. After some research, if you have a Terra Transponder, I found a place in Waco Texas that does repair. I haven't used them before, but they seemed to have a good rep on the Vans forums.

In 2018, it was (if I understood correctly) a flat $375 fee + shipping to fix our problem (low output, frequency out of tolerance). So far, it's been the cheapest solution I've found.

Repairing this transponder and figuring an ADS-B out solution (Skybeacon?) is a lot cheaper than replacing the whole thing (and my fabrication skills are terrible, so not having to modify the avionics stack helps, too). So, here's the info if anyone else runs into a problem (I'm not associated with them in any way).
