Bolt to hold rubber bushing for engine mount.

I have the rubber for the engine mount. The drawings spec a 3/8" hole for these on the bracket that they will attach to. The hole in the rubber bushing is 1/2". Should I put a bushing inside of the rubber to take up that space or enlarge the hole in the bracket to 1/2".

I'm not finding any information about it.
