Fuel Gauge Problem

Recently the fuel gauge in my Skybolt has been pegging to zero for up to several minutes with up to a full tank of fuel. Eventually it goes back to reading normal. It seems more like an electrical issue than just the float flopping around. When it happens, it looks like the needle is electrically being held against the peg at Empty because if I bounce the airplane a little with the controls, the needle doesn't budge. Sometimes cycling the alternator switch will correct the problem. Haven't found any obvious loose wires.
