Below I have an image showing a flange on the inside and outside of the fuel tank (top image) and one showing the flange on just the outside.

It's my understanding that you would just have the one flange on the outside? Am I right or wrong on this? I've looked through Tony B's books and nothing really mentioned. Searched the internet and I haven't found anything yet on this...

I've also tried screwing the fitting into the flange (as if I were screwing it in from the inside of the tank) and it's not threading into the flange. And yes, it does thread into the other side of the flange.
