337's for recovering

I am looking at a factory built Great Lakes and several years ago the cotton fabric was replaced with Dacron. The log book was correctly filled out with all the correct data. A 337 was in the paperwork. The recover was done by a well know person. HOWEVER, when I checked the FAA file, none of the 337s for the recover were in the FAA file.
The mechanic says he sent them in but the FAA doesn't have them.
What is the best course of action? Is the airplane legal to fly? I don't want to purchase the aircraft without this issue resolved.
