Inverted Oil System Fitting Question

We've been working to get a Raven Inverted oil system installed in a Lycoming IO-360-C1C (Rear induction/unique sump) on my Skybolt. The airplane had a Christen system installed earlier in its life but it was removed.

The sump has something (is it supposed to be there or not??) that is blocking installing the T-fitting (upright oil pickup) that goes into the drain plug location for this horizontal sump engine.

Here are a few photos showing the issue and how far you can insert the fitting.
