Looking for Marquart Charger Plans

HI

New to this forum. I built the wing ribs for a Marquart Charger for a friend in the early 80s. I would like to obtain a copy of the plans that I can frame along with the extra rib I built to save. I read somewhere that PDF plans were in the public domain, but only available thru a yahoo group. I don't need an insecure yahoo email account, so I can't join that group. Does anyone know of a way to locate a copy of the plans?
