Need Help with Old Airspeed Indicator..

Hello,

I recently bought a Pitts S1C from a fellow board member but before I fly it home I have some concerns about the airspeed indicator. This is an old airspeed indicator and I have never seen one like it. I works more like an altimeter. As you pass 100 mph there is a 2nd hand that moves to the 1 and needle goes around again. My concern is that it reads 45 mph when not in motion. Most airspeed indicators don't work until 40 mph so I don't know if this where it will come alive or if the unit needs to be replaced. Has anyone out there ever flown with an airspeed indicator like this or know if it is okay to fly or not? Please see attached picture.
