On the Pitts S-1S drawing for the lower wing, at the rear spar I-strut doubler plates, there are two holesdrilled horizontallyon either side of the vertical hole.Bolts are to be installed with large area washers on both faces of the spar. The bolts pass only through the spar and the doubler plates. They don't hold anything on. What are they for?
