S1-T upper wing reinforcement

On the S1-T upper wing there is a reinforcement of the leading edge about one foot from the center line of the airplane (see picture). Does anybody know the reason for the reinforcement? Also, how is the reinforcement attached to the wing? There two nails (or rivets), one on the top of the wing, one on on the bottom. Is that all that keeps the reinforcement in place or it is also glued to the wing? On my plane one the nail is kind of loose and I wonder if something has to be done to correct that.Thanks
