Shoulder Harness - slots in headrest ?

Trying to figure out where to put the slots in my headrest/turtledeck for the harness to come out of.

Reading in Tony B's book he suggest not having the harness coming out of the structure below your shoulder... in an accident it would cause downward forces compressing your spine.

So... my questions are: How high above the shoulder can you go? Is the purpose of the shoulder harness to keep you from moving forward ? And is the lap belt to keep you from moving vertical ?

- Lower line is approx. where my shoulders are
- Dash line - does the harness need to be at about this height?
- Upper most line - can the harness come out at this height and still be effective?
