Drag/antidrag wire tension

Can anyone give me some insight into the correct way to set the tension in these wires? I used the "nut torque" method as suggested by "Skybolt News" but the tension as felt by pulling on the wires in the middle seems inconsistant. My wires are 3/16 titanium with rolled threads.
